Verdict first: if you come to Tamsui for a massage, don't choose on the Old Street.
Blunt, but the numbers are there. The two foot-massage houses on Zhongzheng Road — 淡水老街李炳輝足體養身館 at No. 51, 4.2 over 409 reviews, and 芳香閣足體養生會館 at No. 84, 4.3 over 197 — are the lowest-rated stretch among the roughly thirty houses we list in the district. Shops on a tourist route never run short of passers-by. No surprise.

Which kind of visitor are you
Tamsui's massage houses follow the residents, not the tourists. Three identities sort it fastest.
Day-tripper, sunset done, wants to loosen up
Leave the Old Street for Zhongshan North Road Section 1 and the picture changes. 芳香森林樂活spa館/艾薇叢林植萃 at No. 194, five stars over 421; 葛洛莉SPA淡水中山店 at No. 37, 4.8 over 180; 天天平價腳底按摩 at No. 249, 4.7 over 113 — the name ("everyday budget foot massage") states the positioning. 微笑SPA足體按摩工坊 sits upstairs at 2F, 40 Yingzhuan Road, the student street, five stars over 90.
For heavy hands, 大千經絡調理整復推拿（淡水重按組） at 55-1 Gongming Street, 4.6 over 188. Its registered address literally says "navigate to the steakhouse opposite" — that is how hard it is to find. No landline listed, so don't count on phoning for directions.
Living in Zhuwei or Hongshulin
No need to go into town. 澤澤舒壓庄旅_竹圍店 at 2F, 4 Minzu Road, 4.9 over 315; 3Lady 時尚輕SPA(竹圍店) on the same road at 2F, No. 25, five stars over 119; 四季安足體工坊 at 6F, 40 Minquan Road, five stars over 160; and 馨悅足體會館（竹圍店） at No. 9, Lane 173, Minquan Road. All four are upstairs or down a lane. None has a shopfront you would pass. They live on regulars.
Living in Danhai New Town
The new town is far from MRT Tamsui — light rail or scooter — and it keeps its own circle of shops. 蘊SPA at 1F, 338 Xinshi 5th Road Section 3, five stars over 242, is the deepest-reviewed here. 足科天下足體按摩養生館 at 1F, 170 Xinshi 1st Road Section 3, 4.4 over 110, does foot work. 認真洗頭spa館 at 519 Danjin Road Section 2, 4.8 over 179, does hair wash plus relaxation.
Xinshi 1st Road Section 1 also has a few studios on the ninth and fifth floors of residential towers, mostly without landlines and by appointment only. For a same-day session, pick one with a shopfront.

The first two are garden-style: large grounds, long programmes, good for half a day. The Binhai Road house is a distance from the MRT — taxi or car. Prices are not in the registry; garden-style houses usually sit at the top of the going rate, and NT$1,500-2,500 for ninety minutes of oil work is only a district-wide reference. Posted prices prevail.
Book on holidays. July and August bring Tamsui's heaviest crowds, and weekend afternoon slots are safer reserved three days ahead. Once the winter north-east monsoon arrives the riverside empties, and weekday afternoons are close to walk-in.
Count backwards from the last train
The last MRT leaves Tamsui around midnight. Ninety minutes on the table plus changing and paying makes two hours; leave half an hour to reach the station. On the table by 9:30pm at the latest.
The Old Street goes quiet after 9pm and most Fisherman's Wharf restaurants close between nine and ten. So the order is sunset, dinner, massage, train. Want it the other way round, with a drink by the river afterwards? Check Tamsui night-view bars for the ones open late enough — and if you drink, take a taxi or a designated driver. Don't ride.
Drivers: the paid lots beside the MRT station and at the ferry pier are easy in the evening. Don't try on a holiday afternoon.
